Definitions:
If you take a look back at their definitions, their definition of a juvenile is a young person who has not reached the age of which he or she should be treated as an adult for the purposes of criminal law

Contention 1: the very beginning of contention 1 where they are talking the children and adolescents arrested that have mental health issues, they did not give a date of when that statement was found so for all i know it was written several years ago and could be insignificant to today's statistics.
They also end up telling us that ‘the number of juvenile delinquents who continue to offend dropped ‘blatantly telling us it has gotten better ruining their entire first contention.
