It is mandated by New York City that anybody should be denied without previous verification for temporary housing. On different words, nobody is denied services on any circumstances. Furthermore, client may be eligible or ineligible depending on the information that the family has provided to PATH. The agency conducts an investigation and according to the findings, if the family is eligible they will be sent to a facility depending on their needs. At this point New York shelter system is overcrowded and family is being placed in any place. For instance, family of 6 people is being placed in a one bedroom apartment. For instance, families have to comply with Rules and Regulations and Client Code of Conducts which is manifest function, because clients need to follow rules in order to obtain services. The latent counterpart is that even though there are regulations shelters are unsafe. Likewise, this policy works at the Mezzo level because the regulations come from DHS and shelter agency work together with them to ensure that families staying in temporary housing follow the rules and regulations. The shelter rules and regulations are explained during the intake process in the first day that family arrives at the facility.
