The shelter system works like an umbrella of different agencies; one on top of another. Since 2011 the Prevention Assistance and Temporary Housing (PATH) which is the agency that develops the intake process on behalf of the family that is seeking for temporary housing. Families whom are requesting for assistance basically has to provide personal documents and tangible, reasonable reasons of the homeless position.
It is mandated by New York City that anybody should be denied without previous verification for temporary housing. On different words, nobody is denied services on any circumstances. Furthermore, client may be eligible or ineligible depending on the information that the family has provided to PATH. The agency conducts an investigation and according to the findings, if the family is eligible they will be sent to a facility depending on their needs. At this point New York shelter system is overcrowded and family is being placed in any place. For instance, family of 6 people is being placed in a one bedroom apartment. The latent counterpart is that even though there are regulations shelters are unsafe. Likewise, this policy works at the Mezzo level because the regulations come from DHS and shelter agency work together with them to ensure that families staying in temporary housing follow the rules and regulations.
