In this section I shall analyze to what extent the theories are satisfying in explaining the effects of globalization on Dutch refugee policy. Further, I will show what the shortcomings of both theories are. The neoliberal institutionalist approach appears to be a useful insight when looking at the Dutch refugee policy. Indeed, there are many resemblances between theory and empirical evidence. First, the fact that the EU has an important (if not decisive) role in the creation of Dutch refugee policy is in line with the neoliberal institutionalist theory, where coordination is more likely to happen with the help of regional international organizations. However, there are shortcomings to both of the theories and the earlier findings. First, it is hard to clarify the processes through which convergence occurs. For example: it is possible that Dutch policy on refugees is influenced by prevailing norms on human rights, but it is also possible that it is influenced by something else. In other words, the theories support the findings, but do not automatically exclude other factors that influence Dutch refugee policy and thus making it harder to prove that globalization is the main reason why policy is shaped in a certain way. Second, because the Syrian refugee topic is relatively new, more research needs to be done in order to find out what exactly the effects are of globalization in regard to policy convergence. Not many articles have been written and all information used in this essay came primarily from newspapers and news websites.
