Concept 1 – Recreation
The Recreation Concept focused on providing an updated RV Park but does not keep the existing ball fields. The modernized RV Park has 24 spaces including upgraded hookups and resized lots to conform to new RV sizes. The park 's grand entrance is located at SE Beach St, with a secondary entrance south on SW Beeksma Dr. Both entries provide access for vehicles that lead to parking lots. Additional parking was located along SE City Beach St. The parking lot on the west edge of the park is a park and view, where the parking lot on the eastern part of the park is south of the CWF.
Pedestrians, cyclists, dog walkers and joggers have options to get access to the park trails either from downtown, along the existing waterfront

Additional event spaces comprise of a medium plaza south of the CWF to be used for farmer markets and other events.
Natural spaces scattered throughout the park include expansive garden plots and wetlands on the north edge , trees lining the north-south promenade, and new tree plantings near the ball fields and new parking areas. Like the Recreation Concept, the wetland was enhanced as an amenity to the park and park users for environmental education and help with flood retention during large storms. On the harbor side of the curvilinear waterfront trail, there are dune areas for users to have a quiet place for contemplation but also serve as flood retention.
The Naturalistic Concept considered a variety of active and passive recreation options. The existing ball fields were kept for little league teams. A splash park, centrally located near the plaza has an adjacent lawn for parents to relax and watch their children. The centralized multi-purpose lawn can be used sports games, the car show, festivals and passive activities. On the west side of the park, there are spaces for basketball and tennis players, bocce ball clubs, and a large playground for all ages. The two secondary entrances, south on SW Beeksma Dr and the new drive on the east edge of the park, lead to large parking areas. A crescent-shaped lot on the west side was intended to connect the southwest and the north areas. Another wide u-shaped parking lot was designed on the east edge. Both parking areas contain harbor side parking. Additional parking can be found south of the CWF. From the north-south promenade from Pioneer Way, a boardwalk crosses on to the harbor side, with a raised walk that connects to the west side giving the user a harbor experience without having to cross the driftwood. For the adventurous beach comber, beach access was provided at the kayak campground and two overlooks on either side of the park.
Natural spaces are dispersed throughout the park, including garden plots flanking the west side grand event plaza, wetland enhancements at the park entry and the west side of the CWF, trees scattered throughout the event plaza near the CWF with grove plantings near the east side new parking area. Like the previous options, the wetland was enhanced as an amenity to the park and park users for environmental education and help with flood retention during large storms.
