Recent reports have elevated the level of concern in the nation of Redland. Human Rights organizations are reporting the use of child soldiers and systemic rape as a weapon of war by the Unified Pineland Movement (UPM). These atrocities violate agreements of the Geneva Convention. This will not be tolerated by any of members of this negotiation. It is necessary that a mandate be decided upon soon. To ensure the mandates success it is with great cooperation from the other present actors, I stress the urgency to press for Security Sector Reform.

Therefore, this mandate will create a security force compromised of international and local parties. The security force will be organized to be as diverse as possible. The force will be recruited as follows
(1) Each task security force will be composed of security advisors from the nations of Oakland, the United States, and the United Kingdom.
(2) Each Security advisor is there to train, monitor, and evaluate every individual in that task force. The advisor will ensure that every individual is regularly evaluated and certified in areas of police enforcement. These areas will be explicitly determined as each international party draws up the curriculum and expected expectations of each
