Recommendations for Overbearing Police Forces in Minority Communities
The United States of America, is known as home of the free and brave. Internationally said to be a just population, each individual caring for the greater good more than themselves. Throughout history, we have come together to hurdle a range of national obstacles such as economic depressions, national threats, and civil wars. Our strong unity and agreement to serve justice has allowed America to build one of the greatest judicial systems in the world. Racism is inherent to the United State’s social construct, the government and inhabitants pillaged and stole native lands then encouraged the transatlantic slave trade for over 500 years, only to end it and enter a period of distinct and harsh racial segregation for the following 100 years. Though racism has seemingly lessened with time, it is now expressed in the contemporary American mindset as implicit bias. While explicit bias is knowingly expressed, implicit bias is the “bias in judgment and or behavior that results from subtle cognitive processes.” This rebirth of bias’ is detrimental because if the people whose job it is to bring peace to our communities possess such a mindset, it is likely to reflect in their actions. CRT will provide a logical and thorough outline of processes that will be as required as reading Miranda Rights. For instance, a useful tactic in approaching, primarily, a citizen of color, though any citizen is to thoroughly communicate the reason in which they are being stopped using language that is person to person and not authority to subversive. Another tool that will minimize the conflict between officers and minorities is to have peacekeepers participate race relations courses. The Pentagon’s Department of Defense has an excess property program (1033 program), which permits them, without charge, to disperse surplus U.S Department of Defense (DoD) property to state and local law enforcement agencies (LEAs). In 2013 alone, the 1033 program lent over half a billion dollars worth of military grade equipment inclusive of snipers, heavily armed tactical vehicles, and ammunition. Began in the 1980’s, the 1033 program was initiated with the intent to wage a war on drugs. Priority weapon administration is still given to LEAs in “High Intensity Drug Trafficking Areas”. By happenstance, these HIDTA’s correspond with low income minority communities. Gifting police war-grade materials has given them the ability to act as war-mongers within communities. Their overbearing presence results in anxiety and and causes mutual tension yet there remains no mutual fear. Keene, New Hampshire is a town with a populous of 23,000. Their local police chief authorized the use of a military tank to “patrol the town’s pumpkin festival and other dangerous situations.” According to citizen testimony, a major percentage of SWAT deployments are in response to drug-related private warrants and not life threatening, violent crimes.
