Methodology
Introduction
The primary goal of this study is to analyze San Francisco’s implementation of
Realignment. In addition, more specific goals of this study is to determine if San Francisco’s method is succeeding or is it putting at risk communities and certain demographics. After taking a close look at the four articles selected to inform this study, the factors that make San Francisco
County inimitable are underscored and emphasized in order to further our understanding of

The Adult Probation Department then assumed responsibility for collecting data and updating these charts for subsequent reports, including Realignment in San Francisco: Two Years in
Review, released in January 2014. Throughout the three years of Realignment implementation, San Francisco’s criminal justice partners have maintained open and consistent communication and information sharing regarding Realignment clients, programs, trends, and strategies.
By having this kind of collaboration, data has been easily accessible to the researchers. The authors gather data from San Francisco Adult Probation Department and Sheriff’s Department.
Using this data, the authors were able to form a quantitative analysis of the criminal justice trends, from 2009 – September 2014. The graph below exhibits their findings:
With agencies also involved in the data collection and collaboration, the researchers were able to formulate analysis on the risk and needs of AB 109 clients. Again, the authors synthesized this secondary data to demonstrate the areas of greatest needs. The graph below displays their findings;

Therefore, because none of the researchers collected any original data, the reports used in this study lean almost exclusively on secondary data.
Analysis
With the interviews and secondary data collected, the authors of the supporting literature created many charts and graphs. The purpose for these visual depictions was to test the hypothesized claim of the realignment effort leading to lowered rates of recidivism. On the whole, most researchers concluded that the push towards community corrections effectively had the intended effect of decreasing the state inmate populations, especially within San Francisco
County. Most of the authors, therefore, considered the new AB109 legislation a success. Because the ten year mark of the realignment legislation being in place is still some four years away, it is difficult to completely trust many of the measurements done on the data collected due to the statistically insufficient sample size of facts and figures. Additionally, there is no assurance that the information being supplied to researchers is free of skewedness and/or organizational bias as many of these justice systems are closed off from the general
