Rating Performance Qualifications Should be Electronic Only The Coast Guard needs to revise the way non-resident training for advancement is administered. Moving to an electronic only version of the Enlisted Rating Advancement Training System (ERATS) would provide a more efficient way for Rating Performance Qualifications (RPQs) to be completed, administered, and tracked. The current system is cumbersome and allows too much room for misinformation to make it out to the field. A benefit of having an electronic system is the ability to ensure completion of the most current qualifications. The way the system sits now, it takes months to get all of the Rating Performance Qualifications updated due to the many areas that have to be updated. An electronic system would mean only one place needs to be updated instead of having to update the printable version, route it through email for approval, load it into the Learning Management System (LMS), and …show more content…
The advancement process is described in Appendix A of each set of RPQs currently, but RKMs still get calls and questions every week from Officers and Enlisted alike because they don’t understand the process completely. An electronic system with a simple summary checklist of the process in order from start to finish, would give all parties involved in a member’s advancement a quick snapshot of what they have completed and what steps are left (e.g. A table similar to what’s used in the Training Management Tool (TMT) but that tracks completion of RPQs, Time in Service, Test Completion, etc.). This would alleviate the need for Personal Data Extracts and different systems having to connect to figure out if a member is eligible for a Service Wide Exam (e.g. CGBI, TMT, and Direct Access).An intuitive online tracking tool would give members confidence that they have completed all that is necessary for
