BAD COPS: Officers without integrity/morals and ethics
In late 1990s LAPD rampart division community resources against street hoodlums unit, was being utilize for corruption. Officers involved in the anti gang unit were accused for perpetrating theft, dealing illegal narcotics, falsifying reports, robbery, perjury, inexcusable shootings, beatings and arrests . Many officers were discovered for unlawfulness wrongdoing and were charged for their illegal/unlawful actions. Many victims sued the law enforcement agency and were awarded/granted settlements.

In 1997 officer Frank Lyga shot LAPD officer Kevin Gaines. Both Kevin and Frank were conducting undercover police work that night. Officer Frank and Kevin got into a verbal altercation at a red light. They both challenged each other for a fight. Frank shot Kevin allegedly in self defense. There was speculation that racism motivated the shooting. Kevin had a history of violence, criminal activity/misconduct with death row records. Frank was justified for the shooting. This was one of the first cases that ultimately brought to light/altered the corruption of rampart division.

Six pounds of cocaine were missing from the LAPD property room, were all evidence was kept. LAPD Chief Benard suspected foul play in his department. He begins to investigate the allegations and misconduct. Perez had trial but the trial resulted in a hung jury. He agrees to expose the rest of the officers involved in illegal activity. He divulges/ignited information about the anti gang unit which ultimately resulted in many cases to being overturned. Their police misconduct caused wrongful convictions and created doubt/frightened the public regarding officers who were supposed to protect
