Well to do families are entitled to scholarships at state universities for a set amount of years if their child meets academic criteria. What this will do is increase the overall literacy rate of students in reading and/or other skills and therefore their skillset that employers seek, employed in economic stimulating jobs and instill a drive within these kids to do well. These students will all have a high school diploma opening a wider range of jobs and may even inspire students to continue their education into college and specialized
