Hal has definitely been stuck in a uncomfortable situation. With so much at stake, raising flags will cause many conflicts for him and the company. Unfortunately this is what he has to do . With the inflation being caused/encouraged by the CEO and CFO the next step would be to turn to an audit team or the shareholders. With the little information giving about the majority shareholder, sounds like she may not be fully able to take on this conflict so the best option would be go directly to an auditor. With short deadlines and shareholders waiting after raising flags, information should be sent out to all shareholders about possible conflicts and delays.
