Before Rabin's assassination, it didn't seem as if Shin Bet had an understanding of how to fight terrorism. As an organization, Shin Bet was intimidating as hell. They used torture tactics, like shaking and solitary confinement, terror attacks (Bus 300), and kept their prisoners in truly, hellish facilities. You can draw similarities to how the U.S. responded in the aftermath of 9/11: the initial national shock and how it changed the way the U.S. government strategized national security. Especially considering the assassin that killed Rabin was Israeli, and during a time that was incredibly tumultuous and fragile all at once.
