1.1 Introduction
Quantity Surveyor (QS) has been considered as a dynamic profession and the skills sector that has undergone many changes during the evolution over the past decades. Generally, QS is a professional in the construction industry, which their main concerned is about the construction cost of a project. One of the profession’s strong professional bodies, the Royal Institution of Chartered Surveyors (RICS) highlighted that the skills in “measurement” and “valuation” as the most important competencies possessed by QS (RICS, 1971). Although, QS was initially considered as the profession that their main responsibility is to quantify construction works in projects, QSs today undertake a broad range of a new working scope apart from traditional roles in the construction industry.

Since the buildings have become more engineering services oriented, emphasis was placed on measurement, cost and value management of such services. Additional services included procurement method, cost planning and cost control, whole life costing, carbon footprint, value management, risk analysis and management. Other evolved roles have also included project and facilities management, contractual disputes and litigation (Ashwotrh and Hogg, 2007).
The quantity surveying profession in Malaysia has been progressed a rapid development since the increase of complexity and numbers of building work. Construction industry has been considered as one of the major economic sector. However, there is still lack of attention to the development of construction industry. In fact, evidence shows that Malaysia Construction industry has suffered high proportion of failure compared to other industries due to economic downturn. So, economic downturn in Malaysia can be seen as one the major challengers to the quantity surveying
