In this paper, we present a framework for qualitative inquiry in social systems. The concept of this mind-ware, which is not articulated before, has been used by many decision makers like police detectives and military commanders in their initiatives. First, we review and construct the framework over three fundaments: 1- problem solving process, 2- theory of qualitative data analysis, and 3- correlation matrices. Then by providing 12 tips, we present the framework and its methodology. At the end, we briefly introduce two manifests(praxis) of the framework developed for two projects in the fields of development planning and international business.
