Proposed Title: Adopt Don't Shop Help Impede Puppy and Kitten Mills and Pet Overpopulation.
Proposed Thesis:
There is an inherent need to regulate the laws and ordinances on puppy and kitten mills. As a result, more people will turn to adopting their four legged friends from the local animals shelters and rescues.
Reason 1: The term “Puppy Mill” has become synonymous with the public image of deplorable living conditions for cats and dogs. Puppy and kitten mills are more concerned with profits than they are the humane conditions or treatment of animals.
Evidence 1:

Evidence 2: Pet sale bans on the sale of animals in parking lots, flea markets, and beside the road. With this in mind, pets and consumers will be safer from the purchase of sick pets from the “backyard breeder” typically selling in these types of public places.

Evidence 3: Retail pet sale bans could be incorporated to allow only the sale of pets coming from local rescues and shelters. Petsmart is just one pet store currently involved in these type of programs for pet adoptions. Retail stores that are currently housing pets from the local rescues are helping curb the pet mills and saving animals from animals from euthanasia.
