On June 13, 2016, Plaintiff Terry L. Langford A.K.A. Larry Bush , a federal pre- trial detainee raised concerns about his safety and wellbeing while housed at the Chesapeake Detention Facility (“CDF”). ECF Document 1. Mr. Bush identifies himself as a member of the Black Lesbian, Gay, Bisexual and Transgender (“LGBT”) Community and claims that CDF staff had knowledge of death threats against him. He also raises safety concerns about his removal from administrative segregation and reassignment to general population. ECF Document 1. He also claims that CDF staff have fostered a prison environment that is anti LGBT and challenges his housing placements. Id. On June 22, the Court issued an Order to Show Cause and advised counsel for the Maryland Department of Public Safety and Correctional Services and its employees to provide verified information regarding Plaintiff’s custody status. ECF Document 3, at p. 1. As relief, Plaintiff requests injunctive and declaratory relief, compensatory and punitive damages in the amount of $50,000 and other relief.
Mr. Bush is no longer housed at CDF. The concerns regarding Mr. Bush’s custody status were rendered moot on July 12, 2016 when he was released from CDF and transferred into the custody of the United States Marshals for transfer to another jurisdiction.
