According to chapter one, there is no way to certainly know which crimes are committed most often. Statistics show that public order crimes tend to occur more. While many public order crimes share similarities, some still have their own uniqueness. There some obvious distinctions in behaviors of those who commit public order crimes such as prostitution, drunkenness, drugs, etc. This chapter talks about how public order crimes do not really cause harm to others. Rather, they disturb the morality of a community. This article highlights the fact that penal system punishes these acts when they mostly bring harm to themselves.
