• Brandt: As part of our issuance last week, states are required to take steps to ensure access to appropriate treatments and services. One of the things they are supposed to do is make reasonable modifications to ensure that people receiving treatment for substance use disorders or opioid treatments are able to have reasonable accommodations. We’ve worked to provide guidance to states to help them ensure that balance. Our goal is to ensure that beneficiaries receiving those treatments can have appropriate accommodation made so they can continue to receive it.

Because a substance use disorder is such a complicated condition that demands a coordination of care, this may be one of the conditions that warrants a risk adjustment. And in fact, Massachusetts did this managed-care demonstration with dual-eligible enrollees under 65. Have you considered how we can better align payment to promote coordination and quality care for people with substance use disorders and other value-based and managed-care arrangements like ACOs and Medicare or Medicare advantage plans?
