Truman’s actions were difficult because one, we sought Japan to surrender. Also, Truman already detected that after WWII we would begin a Cold War with Russia, so he wanted to show the United States' dominance. Truman knew Russia was going to help the United States against Japan and if Russia would help defeat Japan, Japan would have turned communist because Russia was communist and the United States did not want that. An allied demand for an instant submission was made to the control in Japan. Although the demand specified that refusal would result in complete annihilation, no one mentioned a weapon of mass destruction. The Japanese military rejected the demand for unconditional surrender, but there were signs that a surrender was possible. “After Japanese leaders flatly rejected the Potsdam Declaration, President Truman authorized use of the atomic bomb any time after August 3, 1945”
