There has been arguments on where this issue is ethical or not. People get offended when people say how ignorant the rule is because they think it is ethical for the horses. In actuality, they are making it worse for the horse. There are three spots that the chain can be placed: under the jaw, over the nose, and use to under the lip. For the calm horses the chain will either go under the jaw or over the nose, those areas are less sensitive to the horses and to get them to mind with the chain there the exhibitor has to be more aggressive.
