The United States had won independence from Great Britain in the Revolutionary War with the U.S. government being the Articles of Confederation. The Articles of Confederation failed in not being able to stabilize the Federal Government after the war and a new government was drawn up by the United States’ best and brightest. This new governing document is the Constitution of the United States, the Constitution created a new form of government in which to stabilize the government, economy, culture, and social aspects of the United States. The Presidents of this new Republic were the driving force in which stabilization or instability were to be created. Neutrality was seen by Washington as the only way to prevent the United States from being harmed in a costly global war and preventing eventual instabilities that occur with war. The Pinckney Treaty was a treaty with Spain that secured United States rights to use the Spanish Port of New Orleans for economic trade from farmers in the Mississippi and Ohio River Valleys. The Pinckney Treaty largely helped farmers gain economic prosperity which help to stabilize the western states economically. In order to fix the problem of foreign and domestic debts and the north vs south destabilizing arguments on the issue, the Compromise of 1790 was reached between the Federalist of the north and Democrat-Republicans of the south. The Compromise of 1790 allowed the Federal government to assume the states’ debts, creation of the First National bank and national taxes, and the moving of the Federal Capital to a more southern location. The Compromise of 1790 created stability between the north and south and in the federal government for the time being. The two political parties strongly disagreed fighting for control in the branches, this fighting for control leads to instability in government by making issues unresolveable. Washington also had a very destabilizing treaty called the Jay Treaty with Britain. The Jay Treaty was supposed to address grievances towards Britain including British impressment of United States’ sailors. In actuality, the Jay Treaty Addressed very little and made the United States look weak and submissive on the world stage. The Jay Treaty was strongly hated by the people of the United States and caused starting instability in the competence of the Federalist Party. Washington stated in his farewell address of the dangers of the party system that was rising in the United States and believed the party system would lead to instability and division among the citizens of the United States. Washington’s warning was not heeded and the political parties rose in power for the next election growing the destabilization caused by the political parties.
