There are many ways to regulate and prohibits, which is no right or wrong to decide who fault. Within that matter is how ethical the input each student has given to police officers. We knew about and no problem whoever ride scooter or skateboard on the campus. As long as skateboarders or scooters careful to ensure not to hit students on the campus, we are fine. However, not all skateboarders or scooters give attention to the students, and that is matter on our community as whole. It could hurt students by hitting. More or less, this careless action became a serious matter and need to address in proper manners such as educate to the skateboarder or scooters, school code, and penalize.
