#1 Clean Your Heater
The first thing you need to do is remove any items that you have stored in or around your water heater. You'll want a clear work space.

Then, measure the diameter of the top of your water heater. You are going to want to cover it as well.
Add a couple of extra inches onto each measurement that you took so that you have a little extra insulation and room to work with.
#3 Purchase & Cut The Insulation Blanket
Purchase an insulation blanket from your local hardware or plumbing store. Lay out the blanket and put the plastic side facing upward. Use the height and circumference to cut the insulation blanket down to size. You should be able to cut through the blanket with a regular pair of scissors or a utility knife.
On one side of the blanket, running the length of the blanket, cut away an inch of the batting from the plastic and create a flap.
#4 Secure The Blanket
Wrap the blanket around your water heater and make sure that it fits. If it is too lose, cut a little away until you have a snug fit.
Once you are happy with the fit, its time to secure the blanket. Use tape strips to secure the top of the blanket to the top of the water heater. Then, overlap the blanket and tape it along the overlapping edge to close the blanket and secure it in
