Alice, Great question, I think that to create a system that would prove to be both equitably fair and cost effective at the same time it is essential that it be regulated at the state level. The system needs to be able to compensate those individuals who have suffered damages in a matter specific to their current financial situation, as well as the current economic situation of their area, which I feel could only be accomplished at the state level. I do however, feel that states should have an open line of communication with one another as our country does with the United Nations, rather than have the federal government come in and make decisions for the states as a parent would with two children who can’t seem to get along.
