According to Meredith and Mantel (2012) a work breakdown (WBS) manages the project scope simply by breaking down the project into smaller tasks. Once the project is broken down into smaller measurable work packages the PM is able to define the time table, owner, and schedule. Pinto (2010) defines scheduling as the heart of project planning revolves around the process of creating clear, aggressive, yet reasonable schedules that chart the most efficient course to project completion (p. 23). The PM should use a checklist along with the project schedule to ensure work packages are completed and the next step is followed in order to attain the objective. Project monitoring is a continual process throughout the life of a project which is measured along each step to ensure that the identified and unidentified risks are reduced so that the project objective can be attained. Project management tools assist the PM in reducing risk and resource constraint while adhering to the time line and schedule to avoid project failure. Continual monitoring of a project does not guarantee a successful project, however what is does offer is adherence and supervision of the project to where the PM can take immediate action should an issue be discovered.
