When the 18th amendment is pass and drinking is illegal, there is still some people who want to drink and they will do whatever they could to get alcohol. Since you can’t get alcohol from ordinary store and saloon during prohibition, people buy it bootleggers who are people that sell and manfacture alcohol illegal. One example is Chicago gangster Al Capone who is responsible for the killing of rival gangs to gain control of the highly profit bootlegging industry. This rise in violence is shown in document B. According to a US Census and FBI crime reports in drug war facts, before prohibition, the homicides per 100,000 resident is around 7. After the prohibition had been pass, the homicides rate start to increase and reach to around 9.5 homicide rate per 100,000 americans in 1933. The government thoughts that prohibition will decrease violence but it didn't. After prohibition has been repeal, the homicides rate start to decrease. In document C, Haskins explain that “the stories of prohibition enforcement are more absorbing than detective tales.” He is saying that the Prohibition Unit of the Bureau of Internal Revenue who is charging of enforcing prohibition is doing a bad job. There is so many way that people can smuggling alcohol into country and it the task force wasn't big enough to deal with some many smuggler. He say that there “smugglers are so numerous and so active” that there is always a “rum fleet that outside of the 3-miles limit near New York or New Jersey” because the government can’t arrest them. Also American are angry on how lawmaker can disrespect the law. In document C, Mabel Walker Willebrandt, the Deputy U.S Attorney General Enforcement, say that it doesn't make any sense that congressman and senators are sending people drunk people to jail while they could just drink and not obey the law. Willebrandt is upset that the same people that made the law is violating it. It dosen’t to make any sense to have the 18th amendment even if the congressman and senators are breaking the prohibition laws so that one of the factors the 18th amendment got
