The General Accounting Office made a report, per request of U.S Representative Eleanor Holmes Norton addressing the staff-on-inmate sexual misconduct in women’s prisons. The report focused on “the policies and procedures for addressing this misconduct,” in addition to, “the number, nature and outcomes of allegations in recent years” (General Accounting Office, 1999, p. 1). The report focused on four jurisdictions; the Federal Bureau of Prisons, the California Department of Corrections, the Texas Department of Criminal Justice and the District of Columbia (GOA, 1999).
