The first thing you need to do is check the dog's airway, breathing and circulation (ABC):
Listen to it's chest and put your hand in front of it's mouth to check for a breath.
If s/he isn't breathing pull the tongue forward, close the mouth and tilt the head a little to open the airway so that you remove anything that is blocking it.
If you are unable to remove the obstruction you can perform the Heimlich Manoeuvre:
Hold the dog upside down with it's head facing the floor and shake it gently while thumping it's chest with your hand.
Then give two mouth-to-nose ventilations (while blocking it's mouth).
Repeat the process if you are still unable to remove the obstruction.

It needs just enough air to make the chest rise as it would when breathing normally.
To make sure that the heart is working properly, check the dog's circulation by feeling it's heartbeat and taking its pulse:
To feel the heart beat place your hand in the dog's armpit and feel it's chest.
The easiest place to check the pulse is on the inside of the rear leg at the top of the thigh, known as the femoral pulse.
If there is a pulse, but the dog isn’t breathing, start mouth-to-nose ventilations, giving one breath every three seconds.
If there is no pulse or breathing you should perform CPR (cardiopulmonary resuscitation):
Place the dog on it's right side and take hold of its left front leg and bend it at the elbow, rotating the leg at the shoulder.
Place your hands on the dog's heart which is the point where the elbow of the dog touches the body.
Clasp the fingers together, locking the elbows.
Pushing down two to three inches, give five compressions and then a mouth-to-nose breath.
Stop compressions when you can feel a pulse, and stop ventilation when the dog is able to breathe normally. Continue to monitor the dog's breathing and pulse frequently, and if necessary on the way to the
