There are two types of IEP errors—procedural and substantive. Procedural errors refer to any conduct that conflicts with the six requirements of the law, such as not having written notice of IEP to parents, exhibiting individualized evaluations, etc. In contrast, substantive errors include all noncompliance regarding designing and crafting an IEP. For instance, IEP teams must evaluate the student's academic and functional skills and necessities and document realistic goals.

First, predetermining a student's IEP services or placement automatically excludes the parents of the student, violating FAPE. Parents play a critical role, because they typically know and understand their children better than anyone else, and they can act as major supports
