Scanning, analysis, response, and assessment is a way to explain a problem from beginning to end well. The SARA model also makes problem easier for others to understand because it breaks down the problem in small sections that clarifies the problem. SARA is not always efficiently and it can fail easily. For example, having an inadequate identification or analyzation of the problem. The first major thing that criminal justice and policing experience is that they thought they could not do nothing to prevent crime except to respond to crimes, which resulted in having more people incarcerated and crime continue to develop. “Another major difficulties that criminal justice and policing face was that policing need the governments consent to govern people”. (Goldwater institute, 2011). At some point policing thought that nothing they were doing helped to prevent crime, which at this time other ideas began to develop.
