More than two million people in the united states are in jail ("Does the U.S."). The united states holds about 25 percent of the worlds prisoners. That has caused overcrowding and money issues within the united states. From 1920 to 2012 the prison population increased from 170,000 to 1.5 million prisoners. That causes prisoner reform that supporters and critics are disagreeing about (Tough on crime). The topic of prisoner reform has been debated for years now; there will always be supporters and critics who continues to debate this topic.
The background of prisoners reform has been Whether or not prisons need reform to help with overcrowding is a hot topic issue. Is releasing prisoners early smart or just a way to cut expenses. Governor Patrick Quinn said, " the early release program was a huge mistake and dangerous" ("Should states"). Supporters say this is a large amount of money going to prisons which could go to somewhere else in need of the money. Another issue supporters of prison reform is overcrowding in prisons. The federal prison system is about 40 percent over capacity ("Tough on crime"). Supporters say that 40% is getting out of hand with the overcrowding and that something should be done about it. The final issue is denial of prisons their rights in prison. In prisons good food and water is on a short supply ("Does the U.S.").
