As we all known, there was some discrimination in regards to race on the judicial system. The police would add more attention to the groups that they believed were more likely to commit crimes when searching. We supposed that the police believed the group A was more likely to commit crime than the group B, and the police always give priority attention to group A when conducting search. Therefore, the crime rate of group A would be decreased because they knew they had high possibilities to be searched preferentially when there were crimes. On the contrary, the crime rate of group B would be increased because they realized they had less possibilities to be inquired and punished. This led to the less deterrent effect on group B. Therefore, we could understand why some races had the higher rate to be sentenced criminal penalty, while some did not. The 9.11 terror event had a very negative effect on the American society, leading to the panic among the U.S. citizens. After this affair, the Arab-Americans were more likely to be targeted by the criminal justice system. They were believed to be more likely to commit crimes, especially terrorist crimes, due to the influence of the 9.11
