Preventative ethics was implemented to significantly improve the quality of ethics metrics in organizations by identifying, prioritizing and addressing the quality gaps within various levels of the organization. Ethics quality gap occurs when persons use current practices instead adhering to best practices. Additionally, are workers performing their tasks doing what they ought to do and not what they think they should do. Moreover, lack of proper systems and processes that guides the ethical behavior of workers creates a major ethical gap within the health organization. Some of these quality gaps are lack of training, ethics program lacks standards and lack of leadership support and accountability.
To ensure workers perform their duties ethically, the PE model enacts a step-by-step approach to narrow the gap between best practice and current practice, implement principles and methods of quality improvement coupled with methods of ethical analysis as well as targeting the systems that influences ethical practices within each facility to mitigate quality gaps towards a more ethical system of operation. Out of the above, the ISSUES system was formed and introduced as an additional means of reducing these ethics quality
