The second question I have is, was there a reason that the Senate resolution was so vague? The final question is, how and why did the voters not exhibit any backlash towards declaring war? These voters elected a President that promised to avoid warfare, yet they seemingly support the very same President, their senators, and house representatives judging by the lack of backlash. This is a complete anomaly to me because Wilson’s second inaugural address, which lacked any mention of joining the war was publicly given on March 5th. The resolution was passed on April 6th. While there were instances of merchant ships being sunk by the German’s during this time, were these attacks really enough to cause a total shift in public perspective of the war? Or was there a mix of propaganda and exploitation of the German attacks in ordering to generate support? There are several elements that need to be looked into for this
