Although Stanley, the producer, appears to hold a significant amount of power considering he position in orchestrating and producing much of the fictitious war, it is clear that Connie, the spin doctor, holds the true power. He is the one who decides to create the war with Albania in the first place and goes to Stanley only because of his prowess when it comes to film production. As the film goes on, Stanley has grand ideas to continue the lie, but is promptly shut down by Conrad. The decision-making power of Conrad comes to a head when it is him that gives the go ahead to the officials to take Stanley away after he tells Stanley he cannot take credit for the creation and production of the warto which Stanley reacts to with vitriol and anger.
