Hong Kong is an international city, one of the wealthiest places in the world. Many people just focus on how good is Hong Kong, a material wealthy city. However, there are also a large amount of people live in cage house, subdivided unit and you can see beggars, homeless wherever. Hong Kong has a large-scale poverty problem but it seems it does not ring a bell to most of the Hong Kong citizens. Poverty can be defined as absolute poverty and relative poverty. Absolute poverty refers to not meeting basic survival needs such as food, clothing and shelter. Since the 1980s, Hong Kong economy was transforming from a manufacturing economy to a service economy. (Legcogovhk, 2015)Such transformation has changed the knowledge and skill requirements of the labour force. Manufacturing workers unable to cope with this change are being displaced. It caused a large amount of labours being unemployed. Moreover, the Basic Law had made the welfare of society so subordinate to business interest. (Goodstadt, 2013)The welfare of society were very hazy and less comprehensive than economic aspect. Although some workers are not being displaced, but the welfare of them are being exploited. For example, the wage of the unskilled or less well-educated workers reduced as their competitiveness is lower than that of skilled workers. There are no comprehensive law even no minimum wage to guarantee the welfare of those workers.
