Some of the potential barriers to suicide prevention include the stigma associated with suicide and suicide ideation, lack of primary prevention strategies and programs. The community does not prioritize primary suicide prevention. It appears as if the community does not apparently understand the concept of primarily suicide prevention. In addition, the community is compliant with school bullying culture, which leaves vulnerable adolescents without a recourse when they are subjected to bullying. Furthermore, religious organizations in the community teach that suicide is evil, and those who commit suicide are condemned to eternal suffering hell. Discussing primary suicide preventing the community seems to be in a mismatch with the religious values of the community. Primary suicide prevention is one of the population health concerns not being addressed despite the efforts of the partners involved in promoting access to health care in the County of Riverside.

The framework will include objectively verifiable indicators. Monitoring will be an ongoing process, whether success indicators will be documented as they occur. Each July starting 2023, the program will be evaluated against predetermined objectively verifiable indicators. In July 2025, the program will be reviewed to determine whether there is a need to modify it to make it more effective and efficient. The results of the program monitoring, evaluation and review will be shared with the stakeholder. Monitoring results will be used to conduct short-term program modification, while the evaluation results will be used to make annual program modifications. The results of the program review will be used to determine whether the program has achieved the set goal and whether it should be enhanced, maintained, or
