He claims that there are so many poor people in the world. People in industrialized regions, who are working on farmlands and in agricultural jobs, have a hard time earning enough wages to support their families. There is a great imbalance growing between areas with a surplus of goods and places that lack necessary goods needed for survival. Although more countries are being industrialized around the world, providing more jobs for people, there are still many people living in poverty. Pope Paul claims that as the rich get richer, the poor are getting poorer because of the corrupt circulation of goods. He claims that God made the world with enough materials to benefit everyone in society, therefore everyone has the right to use these goods. Pope Paul writes that “God intended the earth and all that it contains for the use of every human being and people” (Populorum Progressio 22). Pope Paul calls for every person to share all the goods, as God intended. By sharing the materials made for everyone, “you are not making a gift of your possessions to the poor person. You are handing over to him what is his” (Saint Ambrose 23). It is not good to keep a surplus of goods when there are other people around the world lacking in necessary materials needed for survival. Pope Paul calls everyone to equally share the materials given to us as a gift. (Populorum Progressio paragraphs
