The “regularity with which unarmed African Americans recently have been shot” has brought attention to an issue that can no longer be ignored. The occurrence of police brutality against black people was not commonly discussed until a few years ago. However, “police brutality is not a new phenomenon” (Chaney).Sin. Since 2013 there has been numerous incidents that have angered society and encouraged a new discussion. The movements continue to grow in effect every time someone mentions the names Trayvon Martin, Michael Brown, Freddie Gray, Keith Scott and more because it is a constant reminder of the police brutality that uses ethos to stir up the emotions of America. One of the most well-known cases of police brutality occurred in Ferguson, Missouri where Michael Brown was unjustly killed by a white police officer (Chaney). This incident in Ferguson lead to the acknowledgment and uprising against policing and police brutality. As a result of the unjust acts displayed by the Ferguson Police Department, emerged protests, riots and an intervention from the Department of Justice. In light of the recent racial policing events that emerged over the past years, the Department of Justice had to step in to fix a difficult but serious issue of racial policing and incarceration by creating this section. Section 14141was created and used to protect citizens from civil injustice. “Congress granted the DOJ the power to open multi-year audits of police departments accused of unconstitutional practices and civil rights violations” (Dukanovic 916). However, some people view this to be “federal strong-arming” and questions if the government is given too much power over local police departments (913). These people fail to see that “with problems of bias, inadequate resources, and community distrust affecting departments across the country, § 14141 is the only federal tool strong enough to combat these challenges head on”
