Civil disturbances require close monitoring always. Proactivity on the part of the local police department is must for a lot of effort, foresight, and care must be taken into consideration during the initial occurrence of the incident. This is usually handled by high-ranking officials after the initial onset. In the critical first moments of the disturbance, when police units are first sent to the scene, the Field Supervisors are the initial responsible party for how they will handle the civil disturbance and commanding the dispatched units.

A civil demonstration can easily and rapidly turn into a disturbance in a matter of minutes, especially if it is handled inappropriately. When a civil disturbance is not properly handled a simple incident may turn disastrous for the department and the community.
