On thursday, january 29th 2016 at or about 2328 hours at the location of north 24th ave and the intersection of arthur street, which is located within the jurisdictional limits of the city of hollywood, within broward county and the state of florida, the above named defendant did unlawfully use or possess with the intent to use, drug paraphernalia, to-wit: a glass cylinder pipe to inhale suspected crack cocaine.

On the above date, time, i was dispatched to 2438 cleveland street, located in hollywood florida, in reference to a domestic disturbance.

While en-route dispatch advised the following to all units involved in this incident; the complainant/reporting person, anick rouleau, was having a verbal altercation with her ex-husband, a latin

As i approached the vehicle, i immediately noticed the arrestee who was wearing a blue shirt and blue jeans, which was the same description that dispatch had given. I observed him sweating profusely and shaking. It was obvious to me that he was nervous of police presence. I advised the arrestee, i was investigating a domestic disturbance and that he needed to exit the vehicle. I then asked the arrestee, for his driver`s license and registration and proof of insurance, at which point he stated he did not have his license on him, and that his license was suspended. Rouleau stated that the verbal altercation never became physical.

I did not observe any scars marks or abrasions on either party.
Rouleau was reissued a hollywood police case card, as well as domestic violence brochures, and information on how to obtain restraining orders.

The arrestee also stated there was in fact a verbal argument. The arrestee further mentioned that the argument never became physical.

The arrestee was also issued a uniform criminal traffic citation (citation number a1knlop); driving while license is suspended/with knowledge fss.322.34-2a. The citation was placed in his inmate property.
The arrestee was taken into custody and was charged accordingly.

The arrestee’s vehicle was towed to superior towing.

The glass pipe was field tested positive for cocaine by myself.

I placed the glass pipe as well as the tools into hollywood police property as evidence and the glass pipe will be forwarded to bso lab for further analysis.

The arrestee was then transported to bso main jail for processing. No further action was taken by me.
