There are over 18,000 law enforcement agencies in the United States. Approximately 85% have less than 24 sworn police officers. Agencies must efficiently manage the resources they have to provide public safety services in their communities, and most often provide patrol, 911 response, and criminal investigations. The ability to provide specialized services, such as electronic media assistance, search & rescue, and school safety may be limited. With all of the danger in this world, our community needs a team of law enforcement officers who respond and intervene during a crisis. Throughout the Commonwealth of Massachusetts we have groups of officers that form Law Enforcement Councils who specialize in crisis response. In the North Shore, NEMLEC is the main provider of SWAT services. To the west of Boston, MetroLEC is the provider of SWAT services. Bordering MetroLEC is SEMLEC, who cover the south shore of Massachusetts. The Cape and Islands are assisted by CCRLEC. In Central Massachusetts, CMLEC provides the SWAT and Search services.

The Northeastern Massachusetts Law Enforcement Council, abbreviated NEMLEC, is a consortium of police departments in the communities North of Boston. Communities in NEMLEC share resources and personnel, collectively providing services to each other that might not be available to one.
