Anthony, your examples of the steps your city’s police department have taken and the idea that it should be easily applied to homeland security makes complete sense. I fear that one of the issues that prohibits successful communication and trust between a police department and its’ citizens, is the size of the department and the city or county that they serve. I currently work in a city of approximately 55,000 people and I’d say for the most part, the citizens are very trusting of our department and our officer’s. That is to say, our citizens have a high opinion of our departmental operations. However, in contrast, we border a city of over 600,000 citizens and the trust and communication between that department and their citizens is strained

    I believe that one of the significant deficiencies from the 9/11 Commission Report was the deficiency of shared intelligence information between, local, state and federal agencies related to homeland security. Before 9/11, law enforcement intelligence was compartmentalized and disjointed. The FBI mainly dealt with domestic threats and the CIA mostly focused on foreign threats. I believe that the most significant function developed was “receiving and analyzing law enforcement information, intelligence, and other information relating to homeland security within the federal government and between the federal government and state and local governments” (Oliver, 2007, pg. 75).
