On March 16, 2016, Deputy Jay P. Brown and his partner, Deputy Rene Barragan were assigned to Century Station, working EM shift, Unit 216F, in a marked black and white patrol vehicle. Deputy Brown was the driver and Deputy Barragan was the book-person. Both deputies were in full Class “A” uniform.
At approximately 0421 hours, Suspect Christian Medina called Century Station to report a robbery was occurring at the corner of Holmes Avenue/Gage Avenue, Unincorporated Los Angeles County. Suspect Medina identified himself as “Christian,” and told the dispatcher the suspect was wearing a black hooded sweatshirt, shorts, and he was armed with a black handgun. Reviewing all of the facts, evidence, reports, and other pertinent material related to the shooting incidents. In making its recommendations, the SRC also took into consideration Deputy Brown’s training records, his tenure, and his experience in a patrol environment. All documentation reviewed in the SRC process will be secured at the Audit and Accountability Bureau’s office.

Deputy Brown’s three shootings are statistically high. He has had three shootings in an approximately 17-month period. The SRC recognized each shooting incident evolved rapidly and was dynamic in nature. During these shootings, Deputy Brown was faced with the threat of an armed suspect. The decision to use deadly force in defense of himself and his partners was necessary. However, none of Deputy Brown’s shooting investigations have been completed by Internal Affairs Bureau (IAB) nor do they have an Executive Force Review Committee (EFRC) hearing

In analyzing, Deputy Brown’s shooting, he and his partner failed to coordinate with the handling unit after acknowledging the call. The incident rapidly evolved when Deputy Brown and his partner saw the suspect and made the decision to approach Suspect Medina limiting their tactical considerations ultimately resulting in a deputy-involved shooting. Lastly, the SRC noted concerns with a lack of fire discipline for both deputies as well as Deputy Brown putting himself in a potential crossfire situation when he positioned himself in the field of fire and/or shooting backdrop occupied by his partner Deputy Barragan.

Deputy Brown’s current assignment places him in a possible likelihood that he could be involved in a fourth deputy-involved shooting. Most importantly, aside from the SRC’s tactical, training, and risk management assessment of Deputy Brown’s shootings, his well-being is first in the Committee members’ minds. Consideration should be given to the CIRP’s initial recommendation to remove Deputy Brown from field duties until his two prior shooting investigations have been completed by the IAB and adjudicated by the EFRC.
