There could also be an issue of time as there is a lot of paperwork to be done with being a Special Educational Needs Co-Ordinator such as reports on a child and how they have been through the day, any external agencies that the children work with trying to arrange meetings and appointments to work best around the staff and children also trying to keep on top of any classes that they might teach and dealing with parents.
