Problem Statement: Downie has been trying to improve the financial situation of the Pine Street Inn, in turn, she has lost focus on the organizational structure and the mission of the shelter.
Hypothesis 1: It may be that Downie did not realize the effects of her decisions would have on the employees and the organizational structures of the shelter. Budget cuts are never easy in an organization, especially one such as the shelter that has affected so many individuals. In the shelters company, everyone is very compassionate about what they do, from the nurses who give foot washes to the managers. The culture shifted from a mix of symbolic and human resource to more of a structural culture. The way the guests were treated also changed. The staff was told to try to make it less comfortable so that guests would not want to settle in. By trying to move guests through the shelter in short periods of time, it changed the mission of the shelter, which was known to take in the “hardest of the hardcore.” Many of these guests in that category were chronically homeless and had nowhere else to go. Therefore, the shelter should not plan future expansion of the housing and keep the focus of the short term stays at the shelter.
• Adding long-term housing to the shelter adds a large amount of liability to the shelter. Therefore, adding a new organization tied into the Pine Street Inn or paring up with a company that provides a type of housing like what Pine Street is moving towards. This would take some of the liability off them and allow it to be a new branch of Pine Street.
• The shelter should provide a survey for both staff and guests. For the guest survey, it should have questions about what they need or what their goals are to see if they only need some help to get them home or help getting a job. The survey for the employees, could include questions on where they think the shelter is lacking in and what their opinions are in certain areas. By adding these it would allow the management to analyze the data and see what is needed.
• Management at the Pine Street Inn should also take a problem-solving course to help them learn how to analyze the data to make decisions. This would help aid them in future decisions such as budget cuts and the future plans for
