At first the house of commons does a first reading in which the printed copies are available. This is where the purpose of the bill is explained. It provides them with the process of learning in depth about the bill. If they have any new suggestion to include inside the bill they have the right to do so. This determines whether the bill is ready for the next stage. After the House of commons has the majority of the vote for this particular bill. Members of Parliament have a duty to speak for their communities. Often a bill becomes a law and some citizens disagree with this , but the house of commons has to think of a bill that would be affective to the majority of canadians. Then it goes to the senate who use the same process to see if the bill is against the minority of Canada.The royal assent needs to be given from the governor general from the queen of england. For example bill c-51 was made to protect the borders of Canada. Many of the Canadian citizens have opposed this bill and questioned why it is made.
