Physical Foster Care Abuse The US Department of Health and Human Services defines abuse and neglect as any recent act or failure to act on the part of a parent or caretaker which results in death, serious physical or emotional harm, sexual abuse or exploitation; or an act or failure to act which presents an imminent risk or serious harm. (Placeholder3) Foster care is intended to protect children from neglect and abuse at the hands of parents and other family members, yet all too often it becomes an equally cruel form of neglect and abuse by the state. One might ask “How widespread a problem is it?” Comprehensive surveys have been performed from one state to another to determine the answer to this question. Results indicated that no state was better than the other. However; there were incidents in which some states displayed much more disturbing incidents of neglect. Several reasons contribute to why such physical abuse occurs. Unfortunately an investigation by the Associated Press, commented that in nearly half the states, cases could take years to completion. The result of this investigation determined that child care facilities with-in twenty-two states and the District of Columbia were ruled inadequate by the courts and now operate under some form of judicial supervision. With this thought in mind, one would think that most likely we may see some changes in the foster system that will assist with the abuse of these children. One example would be that in the state…
