By the summer following the attack in 1989, British and Scottish investigators were prepared to issue arrest warrants for fifteen PFLP-GC members connected to the attack. All involved, also including US and German investigators, concurred that the PFLP-GC, directed by the Iranians, was responsible for the bombing. But then Bush telephones Lady Thatcher, the British Prime Minister, and tells her to leave the case alone, according to Robert Baer.
