All dog owners beware of the perils of what can happen to your beloved pets in the Baltimore City bureaucracy and how the City will attempt to take away your right to choose what is best for your beloved animal. Right now I am helping my cousin, a young out of college student fight, Chloe Harris, fight to get her dog out of the Baltimore Animal Rescue & Care Shelter, Inc. (BARC) within the Baltimore Code's 72 hour window otherwise her dog can will be deemed city property and can be adopted or face other prospects. Chloe obtains the information for the shelter and calls and inquires how to get Carter back and they tell her that she has to come back to Baltimore to reclaim him. Her Dad tries calling, in vein, and explains she's an out of state student and they give him the same run around. Then I do a conference call and tell me the same nonsense and I say madam this is preposterous because I'm dogsitting now for my neighbor. If I accidentally lose control of him and need to get him back and produce the necessary documentation, are you telling me that his owner has to return from his trip to reclaim the dog. The BARC representative said yes. Even if the owner is abroad and she said yes it's the law, only the owner can reclaim the dog. I then asked what BARC does in special circumstances where the owner cannot arrive in time because they cannot get a flight back, are in the hospital, away at college on the other side of the country or other special circumstances and she said that BARC had no such provisions and the owner would need to arrive or the dog would become property of the city. I could not believe my ears and I asked if she was serious, I said you don't have any paperwork that would allow someone else to pick up the dog on behalf of the owner and she said no. I said what if we get some drafted and sent over for approval and that was not satisfactory
